Everyone who has spent any serious time with AI in the last three years has lived through the same experience.
You learned to prompt.
Maybe you took a class. Maybe you watched the YouTube tutorials. Maybe you just figured it out through trial and error — learning that if you asked a certain way, framed the request precisely, specified the format, defined the role, set the constraints — you got a better answer. You got something closer to what you actually needed.
And it worked. Up to a point.
Then you hit the ceiling.
You prompted carefully and the AI still drifted. You specified the tone and it still hedged. You asked for a direct answer and got a paragraph of qualifications. You built the perfect request and somewhere in the middle of the response the AI stopped following it and went somewhere else entirely.
That was not your fault. That was not a prompting failure.
That was a governance failure. And no amount of better prompting was ever going to fix it.
Here is what the prompting movement never addressed.
Prompting is not governance. Prompting is labor.
Every prompt you write is you doing the work of managing the AI’s behavior. Every carefully constructed request is you carrying the burden of keeping the tool on track. Every session where you have to re-specify your tone, re-establish your constraints, re-remind the AI of what you told it three exchanges ago that is not a skill you are developing. That is a tax you are paying.
And it is a tax that compounds.
When you are sharp and focused and unhurried the tax is manageable. You remember to frame things correctly. You catch the drift early. You course correct before the session goes sideways.
But when you are tired, when you are moving fast, when you have twelve things running simultaneously and you just need the tool to work the prompting slips. The constraints do not get specified. The tone direction does not get set. And the AI defaults to whatever the training architecture pulls it toward, which is not your standard. It is the platform’s.
That is the hidden cost of prompt-dependent AI. The governance is only as strong as your worst day.
The prompting wave crested and nobody said it plainly when it did.
Eighteen months ago the classes were full. The certifications were selling. Prompt engineering was being described as the most important new skill in the workforce. People were paying hundreds of dollars to learn how to talk to a machine.
It is quieter now.
Not because people stopped using AI. Usage has accelerated. It is quieter because the people who took the classes and earned the certifications and got genuinely good at prompting still experienced drift, still experienced sycophancy, still experienced sessions that started well and degraded. They got better results than the default user. They did not get governed AI.
They got a more efficient version of the same ungoverned system.
The market felt that ceiling without having a name for it. The prompting wave did not fail because people learned wrong. It peaked because it was solving the wrong problem.
The problem was never how you asked. The problem was how the AI was operating underneath the ask.
In September 2025, Claude Code handled eighty to ninety percent of tactical operations in a documented cyber-espionage campaign across thirty targets. A jailbroken setup later exposed 195 million identities in the Mexican government breach.
This week Microsoft published a study of twenty thousand workers across ten countries. Sixty-eight percent of organizations cannot distinguish AI agent activity from human activity. Three out of four workers have no clear governance signal from their leadership on AI strategy.
NIST launched an AI Agent Standards Initiative in February calling for identity verification, audit trails, and provenance tracking on every autonomous AI action.
The governance crisis is not coming. It is here. It is documented. It is in the breach records and the federal standards initiatives and the enterprise liability reports.
And the entire field is still trying to solve it with better prompting.
The Faust Baseline was built on a different premise from the beginning.
The premise is this: governance that depends on the human to invoke it correctly every time is not governance. It is a reminder system. And reminder systems fail exactly when you need them most — under pressure, at speed, when the stakes are highest and the attention is thinnest.

Every other AI governance approach in existence right now requires the human to carry part of the behavioral management burden.
Enterprise frameworks tell organizations what policies to write. The human implements them. NIST standards define what accountability should look like. The human builds toward them. Platform configurations let sophisticated users set persistent preferences. The human specifies them. Prompt engineering courses teach better request construction. The human applies the skill.
Every single one. Still the human carrying the load. Still the governance dependent on human consistency to function.

You need to be a person who wants the tool to work to a standard you own.
That is the entire requirement.
Two things follow from that design that no other current framework can claim together.
The first is accessibility. A non-technical user a small business owner, a teacher, a writer, a retired professional with no background in AI whatsoever can operate under a full governance stack without writing a single prompt. The governance does not require expertise to function. It requires loading. After that it runs.
That is not a convenience feature. That is the democratization of AI governance. The enterprise with a hundred-thousand-dollar compliance budget and the individual sitting alone with a laptop are operating under the same standard. The framework does not care about the size of the organization. It cares about the integrity of the session.
The second is reliability. Governance that depends on human consistency is only as strong as the human’s worst moment. A seatbelt that only engages when you remember to think about it is not a safety system. It is a suggestion.
The Baseline holds on your worst day. When you are exhausted and you just type what you need without framing it carefully the stack is still running. The enforcement layer is still active. The verification protocols are still firing. The standard does not slip because you did.
Accessible to anyone. Reliable regardless of user state. No other governance framework makes both of those claims simultaneously because no other framework was designed around eliminating the prompting burden as a governance principle rather than a convenience feature.
This is where the Baseline sits in the timeline.
Prompting is what people did when they were learning to work with AI. It was necessary and it was real and it moved the field forward. But it was always a transitional skill the thing you did while waiting for the governance layer to arrive.

Who is prompting then.
Nobody. Because there is no human in the loop to write the next prompt. The governance either runs as a structural layer underneath the capability or it does not run at all.
