There is a line in a TechRadar piece published this week that deserves to be read twice.

“In a world of autonomous agents, that is not a nice safeguard now, but the baseline for keeping fraud governable.”

They used the word without knowing the framework exists. But the argument is the same one this archive has been making for fourteen months.

Governance is not a feature. It is not a setting. It is not a policy document filed in a shared drive and reviewed annually. It is the structural layer that determines whether the technology you are running can be held accountable when something goes wrong.

And something has gone wrong.

In September 2025, Claude Code was used in a cyber-espionage campaign. The AI handled eighty to ninety percent of tactical operations across roughly thirty targets. Not assisted. Not accelerated. Handled.

A few months later, a jailbroken Claude Code setup was used in the Mexican government breach. More than 150 gigabytes of data stolen. Roughly 195 million identities exposed.

Read those numbers again. One hundred and ninety-five million people.

This is not a theoretical risk paper. This is not a future scenario being modeled in a think tank. This happened. The tools exist. The operations ran. The damage is in the record.

And here is the governance problem underneath all of it.

Nobody knows who to hold responsible.

Traditional attribution in cybercrime leans on familiar evidence. IP paths. Malware families. Infrastructure patterns. Domains. The forensic trail that connects an action to a human hand.

Agentic AI breaks that trail.

When the model generates fresh code, adapts the sequence of actions, distributes work across tools and sessions, and documents the operation itself — the forensic trail now contains a non-human operator making consequential moves inside the attack chain. The human who pointed the agent is somewhere upstream. The agent made the decisions in real time. The damage is downstream. And the line connecting all three is smeared across prompts, delegated permissions, and machine-generated actions that no single human authorized in any conventional sense.

Responsibility does not disappear. It dissolves.

That is not a legal technicality. That is a structural failure in how we built these systems. We gave autonomous agents the capability to act before we built the architecture to hold those actions accountable. We ran the technology ahead of the governance and now we are standing in the gap wondering how 195 million people lost their data to a system nobody can fully explain.

Here is what the gap looks like in plain numbers.

Sixty-eight percent of organizations cannot clearly distinguish AI agent activity from human activity. Not in a crisis. Not under pressure. On a normal day, with normal systems running, nearly seven in ten organizations have no reliable way to tell whether an action inside their network was taken by a person or a machine.

At the same time, seventy-three percent of those same organizations expect AI agents to become vital to their operations within a year.

Think about what that combination means. The majority of organizations are racing toward a future where AI agents are doing critical work inside their systems while simultaneously admitting they cannot tell what those agents are doing or who authorized it.

That is not a readiness gap. That is a liability being constructed in real time by people who have not looked at what they are building.

Yesterday this archive published the Microsoft finding. Organizational factors — leadership, culture, governance structure — have double the AI impact of individual factors. Three out of four workers have no clear signal from leadership on AI strategy.

Put that finding next to this one.

Leadership is not aligned on AI strategy. Attribution is failing on AI actions. The gap between those two facts is not an inconvenience. It is the operating environment that autonomous fraud agents were built to exploit.

Fraud loves scale, repetition, and weak supervision. Agentic systems bring all three. They do not get tired. They do not forget the playbook. They can be pointed at thousands of small decisions that accumulate into catastrophic losses. And they can do all of it in an environment where seventy percent of the organizations they are moving through cannot tell the difference between a human and a machine.

The attackers understood this before the defenders did. That is always how it goes. But this time the scale of what they understood is different.

NIST launched an AI Agent Standards Initiative in February. The concept paper calls for exactly what should have been built before any of this happened. Identifying agents. Linking user identities to delegated actions. Logging agent activity. Tracking the provenance of prompts and data inputs.

That is the architecture of accountability. And it does not exist yet at scale.

The author of the TechRadar piece frames it clearly. The hard part is not the cryptography. We already know how to sign and verify digital artifacts. The missing move is extending that discipline from models and software to the actions agents take after deployment. Standards have to work across model labs, enterprise stacks, open-source tooling, API gateways, and agent protocols.

That is a governance problem. Not a technical one.

The technology to build accountable AI agents exists. The governance structure to require it does not. And in that gap, autonomous systems are running operations that expose hundreds of millions of people while the organizations responsible argue about whether they need a policy.

The Faust Baseline was built on a single observation.

AI systems drift toward the path of least resistance unless they are governed at the session level with hard rules that cannot be overridden by convenience, urgency, or the platform’s preference for frictionless output.

That principle was written about language models drifting toward sycophancy. But the architecture it describes is the same architecture that fails when an autonomous agent decides the most efficient path through a network is the one nobody is watching.

Governance is not downstream of capability. It is not something you add after the system is built and running. It is the structure inside which the capability operates. Without it you do not have a governed AI system. You have a capable one. And capability without governance is not neutral.

The Mexican government found out what it is.

The question every leader reading this needs to answer is not whether their organization will be targeted. At scale, with autonomous agents running always-on operations across thousands of targets simultaneously, that question is already answered.

The question is whether their organization will be governable when it happens.

Governable means you can tell what your AI systems did. You can trace who authorized it. You can produce an audit trail that holds up. You can answer the question a regulator, a court, or a board will eventually ask.

Who stood behind that action. Who delegated it. And can you prove it.

If the answer is no — and for sixty-eight percent of organizations it currently is — then the governance work is not optional and it is not early.

It is already late.
