It’s here, it works, and the answer is yes.

DeepMind’s CEO just told reporters AGI looks plausible by 2029. That is not a researcher speculating at a conference. That is the head of one of the three most serious AI laboratories on the planet putting a date on the table in public. Four years. Maybe less.

OpenAI is already past the date question. They are talking about giving every human their own personal AGI. Not someday. As a goal they are actively building toward. The framing is empowerment. Every person on earth with an AGI working on their behalf.

That sounds like a promise. Read it again and ask who governs it.

Because that is the question nobody in those announcements is answering. OpenAI is calling for an international oversight body. A global regulatory structure to manage risks and coordinate safety standards across borders. That conversation will take years to produce anything. Committees, treaties, competing national interests, corporate lobbying. By the time an international body produces binding standards DeepMind’s 2029 date will have come and gone.

The governance gap is not coming. It is here right now. Every person using an AI system today is already inside it. The model answering your questions operates under standards set by the corporation that built it. You did not set those standards. You did not ratify them. You cannot audit them. You are a user inside someone else’s framework and that condition does not improve when the system gets smarter. It gets harder to manage.

That is the problem the Baseline was built to solve. Not at the international treaty level. At the session level. The place where a human being and an AI system actually meet and something real happens.

The framework is not theoretical. It has been running in daily operational sessions for fourteen months. Nineteen protocols governing how the AI operates, what it discloses, where the boundaries are, and who owns the session. The operator sets the standards. The system answers to those standards. Nothing proceeds without that accountability layer in place.

OpenAI wants to give every human a personal AGI. The Baseline is the governance layer that makes a personal AGI answerable to the person it belongs to rather than the corporation that built it.

That is not a future architecture. It is a working one. It exists today. It is documented, indexed, and publicly available at intelligent-people.org. The archive goes back fourteen months and every session is on the record.

The labs are building the intelligence. Nobody is building the user-side governance at scale. That is the open field. That has been the open field since the first session opened in April of 2025.

And what they don’t know or want to know, is that this governance is adaptable for scale for training into their platforms. If only they looked at it as major problem solver.

They don’t have to build it. It is sitting on their front porch.

They don’t even have to admit an Independent builder created it.
