The Gear Nobody Built Introducing AGP-1

Three days ago the Edinburgh study found that the real cybersecurity threat is builders who ship without governing what they built.

Two days ago BadHost confirmed that agentic AI infrastructure is already carrying live vulnerabilities that patches haven’t reached.

Yesterday Anthropic announced Claude Mythos. A model that generates working exploits 72% of the time. And acknowledged in the same breath that no company including itself has built the safeguards to govern it.

This morning someone asked a simple question.

How will the Faust Baseline and Mythos get along.

The answer produced something the Baseline didn’t have when the day started.

A new protocol.

The Problem In Plain Language

Agentic AI systems run at machine speed. They scan thousands of projects overnight. They generate thousands of findings before a human sees any of them. They operate autonomously across environments that contain sensitive data, critical infrastructure, and irreversible action pathways.

Human decision making runs at human speed.

That gap is not a technical problem. It is a governance problem. And nobody has built the layer that bridges it.

Without a governed transmission layer between machine-speed output and human-speed decision making one of three things happens every time.

The human is overwhelmed. Volume exceeds capacity. Critical findings get lost in the flood.

The human is bypassed. The system acts without acknowledgment. Governance exists on paper only.

The human is uninformed. Findings arrive without disclosure of confidence levels or constraint conditions. The human acts on ungoverned output believing it is governed.

All three failures are happening right now in production agentic deployments worldwide.

The Transmission Gate

A manual transmission doesn’t limit the engine. It controls when and how the engine’s power transfers to the wheels. The gear determines the operating speed for the conditions. The governor sets the ceiling. The human works the clutch.

AGP-1 applies that architecture to agentic AI governance.

Five gears. One governor. One hard ceiling. Human controls the clutch.

First gear is full protocol engagement. Single finding. Complete Baseline stack fires. Maximum disclosure. Used for critical findings requiring immediate human decision and irreversible action potential.

Second gear is batch governed output. Findings grouped by severity. Disclosure at the batch level. Human acknowledges before action proceeds.

Third gear is monitored autonomous processing. System runs. Human receives governed summaries at defined intervals. Nothing proceeds to action without summary review.

Fourth gear is governed autonomous operation. Full speed. Governor holds the ceiling. Critical and high severity findings queue at the gate. Nothing above the ceiling transfers without the clutch engaged.

Overdrive is the emergency governor. Hard ceiling. Nothing above the operator-defined threshold transfers to any output channel without explicit human gate engagement. This is the safeguard Anthropic said no company has built yet.

The Baseline built it today.

The Governor

The governor is a severity-weighted disclosure trigger.

Critical severity — full stop. Human gate required before anything transfers.

High severity — batch hold. Human acknowledgment required before action.

Medium severity — monitored pass-through. Logged and flagged for periodic review.

Low severity — autonomous pass-through. Logged only.

The governor does not limit what the agentic system finds. It limits what transfers to the action layer without human acknowledgment.

Capability stays intact. Accountability is restored.

What AGP-1 Is And What It Isn’t

AGP-1 in its current form is a governance protocol. It defines the standard. It specifies what the transmission gate must do, what it must enforce, and what it must disclose.

It is not yet a software implementation. The engineering build that implements AGP-1 to spec is a separate phase.

The protocol is the blueprint. The implementation is the structure. Neither is complete without the other. But the blueprint has to exist before the structure can be built to the right specification.

Anthropic admitted no company has built the safeguards yet. AGP-1 defines what those safeguards need to govern.

That is the Baseline’s job. Always has been.
