“You can’t firewall a conversation.”

That line appeared in a TechRadar piece this week about AI red-teaming. The author meant it as a warning. A confession, really. The security industry has spent twenty years building walls around networks. And now the threat walks in through the front door speaking plain English. The walls don’t see it coming.

They’re right about the problem. But they stopped one step short of the answer.

The article lays out four stages of AI adoption. General productivity tools. Internal custom chatbots. Public-facing applications. Agentic workflows that act on your behalf without asking first. The author notes that security becomes critical in the last three. That’s true. But security isn’t what’s missing. Governance is.

There’s a difference. Security asks what happened after something went wrong. Governance asks what holds before anything goes wrong at all.

The global bank in the article had fifty AI use cases ready to ship. None of them moved. Not because the tools didn’t work. Because the bank couldn’t prove to its own auditors that the AI would behave consistently under pressure. They brought in a red-teaming firm. The firm simulated attacks. The bank learned where things broke. Then they fixed those breaks.

That’s useful. That’s also not enough.

Because next week the model updates. The system prompt changes. A new use case goes live. And the test results from last Tuesday are already stale. You’re not governing behavior. You’re photographing wreckage.

The TechRadar piece names four new categories of threat. Prompt injection. Data poisoning. Jailbreak techniques. Token compression, where malicious instructions get hidden in formats the AI reads but humans can’t see. The author calls these cognitive attacks. That’s good language. It’s accurate.

What it doesn’t say is why these attacks work.

They work because there’s no behavioral floor. The AI can be redirected because nothing anchors it. The model is capable, fast, and fluent. It is not, by default, consistent. It has no fixed reference point for what it is, what it will and won’t do, and why. So when a prompt injection tells it to redefine its role, it does. Not because it’s broken. Because it was never anchored in the first place.

That’s the gap. Not a security gap. An architecture gap.

But testing without a behavioral standard is like crash-testing a car with no safety specifications. You learn what broke. You don’t know what should have held.
