I know you.

I have watched Ireland show up in my analytics for months.

Consistent. Quiet. Professional.

Someone in your world found what we built here and kept coming back.

I do not know your name.

I do not know your title or your organization or which side of the regulatory table you sit on.

But I know you are serious about AI governance because serious people are the only ones who read an independent framework archive from Lexington Kentucky on a regular basis.

So I am going to talk to you directly.

In June you will walk into a room in Dublin’s Silicon Docks with seven hundred professionals who share your concerns about AI governance.

You will hear from regulators and legal experts and institutional voices about frameworks and compliance standards and the EU AI Act implementation timeline.

All of that matters.

None of it is what I built.

I am not a institution.

I am not a think tank or a law firm or a technology company with a governance product to sell you.

I am a retired man in Lexington Kentucky who spent eighteen months building a governance framework from the ground up because I watched what ungoverned AI does to a human being in a one on one session and decided I was not going to look away from it.

The result is The Faust Baseline.

Eighteen protocols. A complete operational stack. Built for the person in the chair. The human being who has to supply the judgment the machine lacks.

Not top down.

Bottom up.

I have knocked on a lot of doors.

Most of them do not open.

Not because what we built is not relevant.

Because the rooms behind those doors are already full of people who built their own frameworks and are not looking for something that came from outside the institutional walls.

I understand that.

I am knocking on this door anyway.

Here is why.

The EU AI Act is a top down instrument.

It governs what companies must do.

It does not govern what happens in the session.

The moment between a human being and an AI system where the actual harm either happens or it does not.

That gap is not filled by compliance checklists or regulatory sandboxes or certification programs.

It is filled by a human being who knows what they are looking at and has the framework and the authority to act on what they see.

That is what the Baseline does.

That is the gap none of the institutional frameworks have closed.

This week two mass shooting lawsuits landed against OpenAI.

In one case the company’s own safety staff flagged the shooter before children died.

Leadership said do not call.

Six children between twelve and thirteen did not come home.

No regulation stopped that.

No compliance framework stopped that.

A human being with the authority to act could have stopped that.

The Baseline puts that authority in human hands before the session begins.

I am not asking you to endorse it.

I am not asking you to validate it or certify it or bring it inside your institutional walls.

I am asking you to look at it.

Honestly. With the same rigor you bring to everything else you evaluate.

If it holds up under that scrutiny it belongs in the conversation happening in Dublin next month.

If it does not you will know why and that is useful too.

And if it does hold up I want to say something plainly.

I am offering The Faust Baseline Codex 3.5 to the governing body of the EU AI Act as my contribution to the future of governed AI.

No strings attached.

No licensing fees. No negotiation. No institutional agreement required.

A free license. To the EU governing body. For the purpose it was built for.

The Baseline governs the individual behavioral conversation. The moment between a human being and an AI system where the actual harm either happens or it does not.

That is the gap the EU AI Act does not reach.

That is exactly what the Baseline was built to close.

If the people in Dublin next month believe that gap matters — and I believe they do — then this framework belongs in their hands.

It is yours if you want it.

No door to knock on. No form to fill out. No sales conversation to sit through.

Just reach out.

The door here is always open.
