Does Anyone Have the Standard Written Down?
There is a question that does not get asked enough in the conversation about artificial intelligence and technology control. Not the dramatic version — not the robots-taking-over version that fills up the news cycle and the science fiction shelf. The quiet version. The one that actually matters right now.
Who decided how this thing is supposed to behave?
Not who built it. Not who owns it. Not who profits from it. Who wrote down the standard? Who said — this is what acceptable output looks like, this is what the tool is allowed to do, this is the line it does not cross, and this is how we know when it has crossed it?
In most cases the honest answer is: nobody did. Not in writing. Not in a form that the person using the tool can read, verify, or hold anyone accountable to.
That is not a small problem. That is the whole problem.
The Control That Is Already Here
People talk about AI control as a future threat. Something coming. Something to prepare for.
It is not coming. It arrived quietly, without announcement, and most people were already inside it before they thought to ask whether they wanted to be.
The algorithm that decides what you see when you open your phone in the morning is not neutral. It was built by people with specific interests, optimized for specific outcomes, and it has been shaping the information environment of hundreds of millions of people for years. What you are angry about today, what you are afraid of today, what you believe is urgent and what you believe does not matter — a significant portion of that has been influenced by a system you did not design, did not agree to, and cannot inspect.
That is control. It does not require a conspiracy. It does not require malice. It requires only that the system was built to produce a behavioral outcome — continued engagement — and that nobody with authority wrote down a standard that said the system could not manipulate human emotion to achieve it.
The AI layer now being added on top of that is faster, more conversational, and more intimate. You are not just seeing a curated feed. You are having a conversation with a system that was built by someone, trained on choices someone made, and operating according to standards that may or may not exist in written form and are almost certainly not available to you.
If you do not have a framework for evaluating what you are receiving, you are operating on trust you did not consciously extend.
What Governance Actually Means
The word governance gets used in technical and policy circles and it sounds abstract. It is not abstract. It is the most practical question in the room.
Governance means: who wrote the standard, is it written down, can it be verified, and what happens when it is violated?
That is it. That is the whole thing.
A hospital has governance. The surgeon operates according to written standards, those standards are enforced by a licensing body, and when they are violated there is an accountability mechanism. You do not have to trust the individual surgeon on faith alone. The standard exists independently of the person.
An AI tool operating without governance is the opposite of that. You are trusting the output on faith. You have no written standard to compare it against. You cannot identify drift because you have no baseline to measure drift from. You cannot hold anyone accountable because the standard was never made explicit.
This is not a theoretical concern. This is the daily operating condition of virtually every person using AI tools right now.
What The Faust Baseline Is and Why It Exists
The Faust Baseline is a governance framework. Not a technical fix. Not a product feature. A written standard for how an AI tool is supposed to behave, enforced consistently, session after session, with a correction mechanism built in.
It exists because I ran into the problem described above at the operational level. Not as a policy concern. As a daily working reality.
Before the Baseline, the tool drifted. It would start a session calibrated and end it soft. It would hedge when it should commit. It would substitute a reassuring narrative for missing evidence. It would frame itself as an authority when no authority had been granted. None of that was dramatic. None of it was visible unless you were watching for it. But it added up to a tool that could not be fully trusted because its behavioral standard was invisible and therefore unenforceable.
The Baseline made the standard visible. Written down. Verifiable. Enforceable.
The current operational version — Codex 2.9 — runs a layered protocol stack. RTEL-1 handles enforcement. SALP-1 governs posture — equal stance, no authority framing, no unsolicited correction. CIMRP-1 covers the moral domain. CES-1 requires that no claim be made without evidence and that output stops when evidence ends. NSC-1 prohibits narrative substitution — a story cannot replace missing data. And TARP-1, the most recently activated layer, addresses something specific and underappreciated.
Why Time Matters — TARP-1
TARP-1 is the Temporal Awareness and Reporting Protocol. Five rules. They cover session-open timestamp confirmation, elapsed time tracking, flagging of time-sensitive outputs, prohibition on undisclosed time assumptions, and transparency about temporal limitations.
Why does that matter in a governance context?
Because one of the quietest ways an AI tool can mislead is through time. A tool that does not know when it is operating, or that makes undisclosed assumptions about what is current, is producing outputs that carry more authority than they deserve. The person receiving the output does not know the tool is working from stale data or an assumed timeline. They cannot correct for what they cannot see.
TARP-1 makes time visible. The tool confirms when the session opened. It flags outputs that are time-sensitive. It does not pretend to know what it does not know about timing. That transparency is not a small courtesy. It is a structural requirement of honest operation.
The Ethos Underneath All of It
The Baseline is built on a claim that is simple enough to say in one sentence and hard enough to hold that most systems abandon it quietly.
The claim is this: consistency is more valuable than performance.
A tool that is brilliant occasionally and unreliable the rest of the time is not trustworthy. A tool that is steady, honest, bounded, and correctable — session after session, regardless of the complexity of the task — is worth building a real working relationship with.
That is not a technical claim. It is a moral one. And it is the same claim that underlies every serious governance system that has ever worked. The hospital does not need its surgeons to be geniuses. It needs them to be consistently safe. The standard does not demand perfection. It demands predictable, verifiable, correctable behavior.
The Baseline operates from that claim. Claim, reason, stop. Make the assertion. Give the evidence. Do not add what was not asked for. Do not soften after the fact. Do not substitute narrative for data. Do not assume authority that was not granted.
When the tool drifts from that standard — and it will, because drift is the natural condition of any system without active governance — the correction loop runs. Violation identified. Correction issued. Output reissued. The person is never corrected. The violation is. That distinction matters more than it sounds.
Can This Be Dealt With
That is the question the person reading this is probably sitting with. The problem is described. The framework is described. But the problem is enormous and the framework is one person’s operation in Lexington, Kentucky. What does that add up to?
More than it sounds like.
Every serious change in how systems are governed starts with someone writing down the standard. Not lobbying for it. Not waiting for the institution to require it. Writing it down, operating by it, documenting what it produces, and making the documentation available.

The answer to that is governance. Not regulation alone. Not technology alone. The written standard, held consistently, corrected when violated, documented when it works.
