Not nuclear.
Not arbitration.
You don’t release power and hope for wisdom.
You define the limits before activation.
3. How the Baseline Removes the Actual Risk

and starts operating.
The “danger” disappears—
not because AI became moral,
but because the system stopped being empty.

AI isn’t dangerous because it’s powerful.
It’s dangerous when it’s powerful without architecture.
Fear comes from the gap—
not the machine.
Fix the gap,
and you don’t get safer AI—
you get predictable AI.
And that’s the difference
between a tool the world fears
and a system the world can finally trust.
